In a crisis talks often knows no advice, because the security of the premises are cut off. It can easily panic reasonably anticipate that any missing. All agree that there needs to be cut because the economic logic is clear. Expenditure and income are too large to small, so spend less. But then the question arises how it can. It turns out the easiest cheese: return to everyone equally. That's fair.
